A TOP covers the vehicle itself rather than individual drivers, and it is valid only for the specific dates printed on the permit.
You can typically request one for one to 15 days. The duration you choose depends on what you need to do, such as driving the vehicle home, taking it to a mechanic, or preparing it for a full Autoplan policy.
Who Can Buy a TOP
Many first-time buyers worry that they need a prior history with ICBC before getting temporary insurance. This is not the case. You can purchase a TOP even if you have never held an insurance policy before. N drivers can also drive under a TOP as long as they meet their normal licence restrictions.
The key requirement is that the vehicle owner must take part in the transaction. If you are the buyer of a used vehicle, the seller must be present or must provide signed authorization for the broker to issue the permit. A buyer cannot walk in alone and put a TOP on a car they have not yet transferred.
This rule helps prevent fraud and protects both parties during a sale.
What Insurance Coverage a TOP Includes
A standard Temporary Operating Permit includes basic ICBC insurance. This provides the minimum protection required to drive legally in British Columbia. Many drivers choose to add optional coverage depending on the condition and value of the vehicle. These optional add-ons can include collision, comprehensive, and higher third-party liability. Adding coverage increases the total permit cost, but the base fees are fixed and do not change from one broker to another.

What You Need to Bring
Before visiting a broker, collect any documents that confirm ownership and allow the broker to identify the vehicle. In most cases you will need:
- Government-issued ID
- The vehicle registration or a signed APV9T transfer/tax form if the vehicle was just sold
- The licence plate number if plates are still attached
- The purpose and duration of the permit
If the vehicle is newly purchased, bringing the bill of sale is helpful. The broker may also need to confirm that the vehicle is safe to operate. A TOP cannot be issued for a vehicle that is clearly unsafe or unroadworthy, such as one with severe structural issues or missing major components.

TOPs are issued only through Autoplan brokers. You cannot purchase them directly from ICBC online. Once you arrive, the broker will review your documents, confirm ownership, discuss coverage options, and issue the permit. The permit must be displayed in the vehicle while you are driving.
If a seller cannot come to the office, the broker may allow a signed authorization letter. This depends on the circumstances, so it is best to contact the broker ahead of time to address any questions and get a confirmation on what is acceptable.
